CASIGAYAN

1.     History

            Barangay Casigayan is a member of triplet sisters born on July 10, 1985 by virtue of Provincial Ordinance No. 85-05 enacted by the Sangguniang Panlalawigan of the Kalings- Apayao Province.

 

            As early as the 1950s, residents of the eastern part of the known Tabuk Poblacion but actually named Dagupan clamored for their area to be created as a separate, distinct and independent of a local government unit. They proposed the name Casigayan be given recognition of the original pioneers in that area who all came from the town of Sigay, Ilocos Sur.

 

            Sympathetic to their desire, the Municipal Council of Tabuk adopted a resolution sometimes in the 1950s recommending to the Provincial Board of Mountain Province the creation of a local government unit to be named Casigayan. Unfortunately, said resolution was not given due course because of a prohibition contained in Republic Act No. 3590, otherwise known as Barrio Charter, not allowing the division of Poblacions.

 

            The temporary setback did not douse the hope of the residents of one day having their dream for an independent local government realized. During the term of Atty. Basilio A. Wandag as Barangay Captain of Dagupan in the early 1980s, the dream revived and this time, the petition was not only for the separation of Casigayan but the creation of Dagupan Centro and Dagupan Weste, as well. This time the petition was welcomed positively by the Sangguniang Panlalawigan of Kalinga-Apayao which, on May 3, 1983, promptly adopted Resolution No. 85-026 referring the petition for comments as required to the Sangguniang Barangay of Dagupan, Tabuk.  Both Sanggunians favorably indorsed the petition thus causing the enactment by the Sangguniang Panlalawigan of the Kalinga- Apayao Ordinance No. 85-05 giving birth to the triplet Barangays Casigayan, Dagupan Centro and Dagupan Weste.
