I. History
A. How amlao came to existence:
Many years ago, this land was formerly a part of TOBOG TRIBE of which the boundary was on the Amlao creek according to prominent historians like the former Urbano Dumaguing 1ST elected Barangay Captain of this Barangay sometimes in the 1960’s together with only living former Municipal councilor no other than Mr. SABAS Baglinit, the father of the Biga Tribe.
At first, this land covering Amlao Proper, and the rest of the Barangay which is the sitio Paligatto, and sitio Addang of Barangay Balawag were all formerly parts of the Tobog territory. In this historic period, the tribe of Naneng has been always victimized by unknown nomadic Tobog head hunters. It came to pass that in order to protect Naneng from this ugly activities of the uncivilized people, a great leader name BUCAYO and AGUSIL of the Biga Tribe were place under agreement through condition to protect Naneng from the Nomadic Head hunters and killers of Tobog. So, the two brought with them their families and lived at Amlao Proper which is the original Amlao later on, some families like the Bannawagan families were followed and they lived together with the rest of their followers.
Prior to this time Naneng was at peace due to this presence of the Biga tribes whom came from the southern neighboring tribes living at Magimit, Patakalig, Capas, Talgo, Allap etc. of which these were the origin the Biga Tribes who migrated at Amlao and Asin.
At this point, tribal wars had been declared and happened between the Tobog and Biga Tribes. Through the leadership of Bannawagan, Agusil, Bukayo, and others, they were able to drive the Tobog from their own territory.
With the succeeding furious defeat of the Tobog Tribes against the Biga Tribes, the Tobog tribes were scattered to other territories wherein only a few survivors were left at Balawag numbering about six families only. Many transferred to Laya, Babbalag, Moleg, Gamunang, etc. This marked the downfall of the Tobog tribes.
So, it came to pass, that the pioneers of Amlao permanently resided the area thus making Amlao as permanent settlement of the growing community.
At the end, because Amlao had been popularly known to the American, then the Community was named Amlao after the Amlao creek according to historians and old Folks.
Well, base on these historical events of written records from words of mouth, this land at present is now a territory of the Biga tribes comprising the Barangays of Amlao, Suyang, Paligatto sitio, as well as Addang Sitio of which these were added to the original territory of Biga which are the Biga River as the boundary in the South.
B. The Origins and Settlers of Amlao up to the present:
Historically, the first settlers of what is now Barangay Amlao, Barangay Suyamg, etc. in this locality, were the Tobog tribes. Then came the Biga tribes, until finally the sitios of Mabato, Ducalao,Suyang were later on estabished.
Intermarriages with other tribes like the DALLAC TRIBES from the north western neighboring localities made the central community of Biga a mixture of different tribes.
Some families of the Naneng tribes came and acquired lands under the leadership of well known Iyadan which later on their children intermarried with some of the beauties of the Biga Tribes.Their they lived at Duludul, Ugod and others at Suyang. The Darlac Tribes also came under the leadership of Mangawit, then acquired lands and intermarried with the Biga ladies.
In the 1960’s a group of the tribes of Mangali, and Taloctoc migrated under the leadership of Mr. Bonggawon of Taloctoc and Mr. Basungit of Mangali whom many of them resided at Pacpaco, Palligatto, and others. Some of them made their residence with the community of Mabato. After many years those who resided at Pacpaco left their homes and resided at the present capital Sitio of the Barangay thus made the Barangay Amlao a fast Progressive community in terms of statistics.
Now the Barangay Amlao is considered one among the developed and progressive communities throughout the city of Tabuk.
C.The Succeeding Barangay Officials of Amlao up to the present:
The very 1ST Barrio of Biga was Amlao, which is the Mother Barangay now. Barrio Amlao comprised the sitio of Suyang, Mabato, Amlao Proper, Palligatto, and Addang. The creation of Barangay Suyang was created from Mother Barangay Amlao.
Barangay was created as Barrio, since the American Regime. The very 1ST leader or councilor of Amlao which was form the Biga tribes was the late Bannawagan, followed by councilor Liagao, then Pedro Lingbawan during the second World war.
Well, the origin of the Biga Tribes came from the different places such as Biga, Madanna-ao, Magimit,Talgo, immigrants to Suyang, Mabato, and Paligatto.
During the election in 1947, Municipal officials were elected like the Mayor and the councilors. The councilors elected were at large but took charge of so many Barrios assigned to them, but today Barangay Captains are the one In-Charge of their respective Barangays.
The sitios of Paligatto and Suyang became parts of Balawag Barrio basing on new policy or laws, basing also on categories to qualify them as Barangay as follows: Financial, Population, Area of Jurisdiction.
Now, it is so unfortunate to say that there were no records of officials as succeeded from term to term. Only, we are basing it through practical research from prominent persons or old folks who are still living.
Well, of course the old Man Apayao of Amlao was one among these succeeding officials.
From the 1960’s up to the present the last Barrio Liutenant was the Late Felimon Linggayo of sitio Suyang.

After the late Felimon Linggayo, the election came now then Mr. Urbano Dumaguing of Mabato immerged victorious as the new officials as Barrio Captain. He was the 1ST elected Barrio Captain of Amlao. However, due to reasonable obstacle he resigned from the office after his third year and succeeded by Mr. Genaro Gumpad, after that, election come again then Mr. Genaro Gumpad was re-elected to the office as Barrio Captain. Then succeeded by Mr. Apayao Basitao of Sitio Suyang, Death over took him. Then Mr. Domisa Iyadan succeeded him until the election came again. Now ex-Councilor Pedro Baglinit, won over Mr. Alberto Iyadan, alyas Domisa and served until after the period of Martial Law.
Election came, he was re-elected to the position and now came the separation of Sitio Suyang as a new created Barangay, at this event Ex-councilor Eduardo Mangawit was unanimously elected as the 1ST Barangay captain of Suyang. The position left by ex-Councilor Pedro Baglinit, for filed his candidacy for the Municipal councilor, won, were took over by the late Valentin Banatao was the Barrio Captain of Amlao.
During the snap election in 1989, the youthful Arnulfo Bakidan was unanimously elected as the new Barangay Captain.
Election came in1994, the vigorous campaigner and most energetic leader Esteban C. Dumaguing came out as the winner. Election came again in 1997, the same Person was re-elected to the same position and election came again in July 2002. The same person again came out as winner.
Election came in 2007, Hon. Francisco Siblawon came out as the winner, He is One among the forty two (42) Barangay Captain as 1ST elected Barangay Officials of the city of Tabuk.
Election came again in 2010, HON. HIPOLITO L. CALUMNAG came out as the Winner and now he is the Present Barangay Captain. He’s Sangguniang members are Jaydilyn W. Dawing, Leo Jose Taclawan, Wilberto Dangangao, Arnulfo Bakidan, Bernard Sallaya and James Abuac and the Appointed Treasurer was Sisa Dumaguing and appointed secretary was Glenda G. Wansi.
