1. History
The eastern portion of Barangay Laya East known as Sitio San Julian became a separate, distinct and independent local government unit by virtue of Provincial Ordinance No. 88-001, dated June 10, 1998 of the Sangguniang Panlalawigan of Kalinga-Apayao.
Upon the petition of the majority of registered voters in the area then initiated by Laya East Barangay Council Members Juan Ducusin and Sixta Apilad, and was favorably indorsed to the Barangay Council of Laya East under Barangay Captain Pedro Bodanio, the petition was further favorably indorsed by the Sangguniang Bayan of Tabuk to the Sangguniang Panlalawigan of Kalinga-Apayao, which then enacted aforementioned Provincial Ordinance No. 88-001.
The name of the area was chosen in honor of the late Juan Apilado, one of the earliest settlers in the place, and who later became a Purok Leader. Upon recommendation of then Tabuk Municipal Mayor Jaime Quirino, Apilio Ducyogen was appointed the first Barangay Captain by Governor Ducyogen and served as Baranngay Captain from 1988 to 1991. He was succeedd by Antonio Ducusin, 1991 to 1994, Mario Apilado, 1994-1997 and Alexander Dalere, 1997 to date.
It is worth mentioning here, for the purpose of giving honor to whom honor is due, a Sangguniang Bayan Resolution favorably recommending the creation of Barangay San Julian was sponsored by the late OIC Sangguniang Bayan Member Consuelo Mangay-ayam.
