I.      History

 

When the title Kapitan Del Barrio was changed into Barangay Captain (1960-until this date), Barangay Captain Inocencio B. Laderas was elected that time. Barangay Captain Inocencio B. Laderas, he passed a resolution requesting the division of Appas into Three Component Barangay namely; Appas, Magsaysay, and San Juan which was approved because of its wide area.

 

Barangay Appas claimed by some elders and community leaders as derived from an old big tree called “Appas”. Appas in the Kalinga vernacular is the name of a big tree with large oblong leaves. The surface is coarse and when dried is used for polishing wooden furniture in the absence of Sand Paper (carborandoum). In Ilokano, it is called “OPLAS”. “OPLAS” or “APPAS” tree comfortable shed at high noon to the weary travelers.

 

Appas was covered with bushes, shrubs and talahibs and teemed with wild animals. Hunters in the area made “Appas” tree as their point of reference.

 

When the Ilokanos came to the place, they identified the district tree as an “OPLAS” tree. Years passed, the settlers decided to name the place. There were arguments as to which would be the name “OPLAS” or “APPAS”. Since there were more Kalingas than the IIokanos at that time, the word Appas prevailed and up to now the place is called Barangay Appas.

 

After the World War 11, a veteran named Lorenzo L. Patol from Barlig, Bontoc, Mountain Province settled in Appas together with his families. He was chosen to be the first Teniente Del Barrio of Appas from 1944 to 1948. He was succeeded by Dionesio Falgui Sr. from 1948 to 1952 followed by Lorenzo Lopez from 1952 to 1954 and was succeeded by Tomas Valdez from 1954 to 1958 and was succeeded by Dionesio Salvador from 1958 to 1960. That time they appointed Mr. Inocencio B. Laderas as the Barangay Secretary. The office of the Teniente Del Barrio was changed into Kapitan Del Barrio. Kapitan Del Barrio Dionesio Salvador was elected at that time and his Councilors are Eugenio Dakilay, Florendo Laderas, Valenciano Vadez, Florencio Lopez, Bartolome Lingbawan and Miguel Salvador Sr.

 

Kapitan Del Barrio was then changed into Barangay Captain (the same with Punong Barangay) and the first elected Barangay Captain was Inocencio B. Laderas who served the longest term as Barangay Captain with in Twenty Six years from 1960 to 1986. His Councilors were Isabelo Anga-angan, Paulino Vargas, Raymundo Galinggan, Suzetto Garcia, Valeriano Valdez and Romeo Tolingan. Under him were Saturnino M. Reyes and Zosima D. Reyes as his Barangay Secretary and Treasurer respectively. As years passed by, Barangay Captain Inocencio B. Laderas passed a resolution requesting the Division of Appas into three Barangays namely Appas, Magsaysay and San Juan which was approved because of its wide area.

 

Succeeding Inocencio B. Laderas as Barangay Captain of Appas was Leonardo Lizardo but he did not finished his second term. He transferred to the City of Baguio. Automatically, his first Kagawad-Mrs. Milagros E. Tumbali became the Officer-in-Charge as the Barangay Captain who served up to 1994 until the next election. Mr. Rodolfo Busaing won that election as a Barangay Captain  with the following Kagawads, Patricia Lubiano, Patricio Cay-an, Carlito Wandag, Bernabe Manzano, Juanario Obiar, Norway Sabado and Pascual Bentayen Jr., Mrs. Elizabeth L. Yague and Mrs. Juliet Patol as the Barangay Treasurer and Secretary respectively.

 

In 1997, Mr. Juanito Palattao, a retired Provincial Jail Warden was elected as the Barangay Captain with his Kagawads, Delfin Vargas, Ernesto Gayyad Sr., Alfredo Balisong, Florendo Laderas, Juanario Obiar, Clarito Carbonel and Gleciria Culaling. Mrs. Elizabeth L. Yague and Juliet Patol remained as the Barangay Treasurer and Barangay Secretary respectively. Because of unexplained reason, Mrs. Juliet Patol transferred and stayed at Baguio City. Mr. Teofilo L. Pittong Jr. was appointed as the Barangay Secretary. Barangay Captain Juanito Palattao did not finish his term due to his untimely death. His first Kagawad, Delfin Vargas died due to illness. Ernesto Gayyad, the legal successor, served the remaining term as the Barangay Captain.

 

Because of his fulfillment and good services to the people Barangay Appas, Ernesto Gayyad won in the synchronized Barangay Election on July 15, 2002 as Barangay Captain of Barangay Appas (Punong Barangay). He retained Mrs. Elizabeth L. Yague and Teofilo Pittong Jr. as his Barangay Treasurer and Secretary respectively. The Kagawads were Alfredo Balisong, Generoso Layagan, Marcelo Cabradilla, Jr., Rhoda Aclopen, Rodolfo Palapoz and Elizabeth Vargas. Elizabeth Vargas resigned as Barangay Kagawad and stayed at Nueva Viscaya and she was replaced by her Father-in-Law, Mr. Paulino Vargas by a majority decision of the Barangay Council pursuant to the Local Government Code of 1991.

 

Meanwhile, Mr. Teofilo Pittong Jr. filed his irrevocable resignation. The Barangay Captain appointed Mr. Joel A. Vargas as Barangay Secretary on April 2004.

 

After a long deliberation by the Congress and Senate of the Philippines, another schedule of synchronized SK and Barangay Election was made on October 29, 2007. Re-electionist Barangay Captain Ernesto Gayyad Sr. won and his Kagawads are  Marcelo Cabradilla Jr-, Marcelo Anga-angan, Abel Cay-an, Restituto Dao-as, Alfredo Balisong, Jimmy Culaling and Pascual Bentayen Jr. He retained Elizabeth L. Yague and Joel A. Vargas as his Barangay Treasurer and Secretary respectively.

 

After October 29, 2007 SK and Barangay Election, the Congress of the Republic of the Phiippines after long deliberation, passed a Bill to set another SK and Barangay Election entire the Philippine Archipelago. October 25, 2010 as the schedule of the synchronize SK and Barangay Election. Incumbent and Honorable Barangay Captain Ernesto G. Gayyad Sr. won the position in third times against his two opponents. The members of the Barangay Council as Kagawads are Abel C. Cay-an, Pascual O. Bentayen Jr., Marcelo M. Anga-angan, Alfredo A. Balisong, Bonifacio S. Galinggan, Clarito D. Carbonel and Jonathan M. Salicob. They retained Mr. Joel A. Vargas and Mrs. Elizabeth L. Yague as Barangay Secretary and Treasurer respectively.

 

Considering the good intentions of Alfredo A. Balisong to the people of the Barangay Appas by winning the position of Barangay Kagawad in the last election but ground him for disqualification because he won that position (Barangay Kagawad) in fourth times. As legal procedures, Mr. Alfredo A. Balisong waives his position as Barangay Kagawad in favor of Mr. Ronel A, Bumatay as the replacement that Mr. Balisong which create a permanent vacancy in the position of Barangay Kagawad in the Barangay Council of Appas. Thry the recommendation of the Barangay Council, Honorabe Ferdinand Baac Tubban appoints Mr. Ronel A. Bumatay as the no. 7 Barangay Kagawad of the Barangay Appas. SK Officials are SK Chairman Hon. Wilber Itay. SK Kagawads are, Edmund Galinggan, Olive Anne Guilermo, Eric Naoy, Edison Galpao, Lloyd Estiong, Jovalene Vargas and Clifford Labasli.

 

Barangay Appas is located between the two commercial and business districts of City, the Barangay Bulanao and Dagupan.Bounded by Barangay Ipil in the East, Barangay Magsaysay in the North, Barangay San Juan in the South and by the Chico River line on the west portion.

 

The total and area of Barangay Appas is 742.44 hectares and dominantly plain land area. Land use is 732.15 hectars (96.88%) for Agricultural Land and 10.29 hectares (3.12%) for Residential Land purposes.

 

Based from the survey conducted by the Barangay Health Workers, as of April 2011 stand at 2,736 and with a total number of Households of 614.
